1. General Provisions

This Personal Data Processing Policy (hereinafter — the Policy) defines the procedure for processing and protecting the personal data of individuals (hereinafter — personal data subjects) carried out by Акционерное общество «Технопарк «Саров» (hereinafter — the Operator), and is developed in pursuance of clause 2 of part 1 of Article 18.1 of Federal Law No. 152-FZ dated 27.07.2006 «On Personal Data» (hereinafter — Federal Law No. 152-FZ).

The Policy is developed in accordance with the Constitution of the Russian Federation, Federal Law No. 152-FZ, Federal Law No. 149-FZ dated 27.07.2006 «On Information, Information Technologies and Information Protection», and other regulatory legal acts of the Russian Federation in the field of personal data.

The Policy applies to all personal data that the Operator receives from personal data subjects in connection with the use of the website on the Internet at sarov.studio.insoweb.ru (hereinafter — the Website), as well as in other cases provided for by the legislation of the Russian Federation.

The Policy is subject to publication and free access on the Internet on the Website.

2. Key Definitions

Personal data — any information relating directly or indirectly to a defined or definable individual (personal data subject).

Operator — a state body, municipal body, legal entity or individual organizing and (or) carrying out the processing of personal data, as well as determining the purposes of processing, the composition of personal data and the actions (operations) performed with them.

Processing of personal data — any action (operation) or set of actions performed with or without the use of automation means with personal data, including collection, recording, systematization, accumulation, storage, clarification (update, change), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, and destruction.

Other terms are used in the meanings established by Federal Law No. 152-FZ.

The legal grounds for processing personal data are:

  • Federal Law No. 152-FZ and other regulatory legal acts in the field of personal data protection;
  • consent of the personal data subject to the processing of their personal data;
  • agreements concluded between the Operator and the personal data subject;
  • other grounds provided for by Article 6 of Federal Law No. 152-FZ, including processing necessary to exercise the rights and legitimate interests of the Operator or third parties, provided that the rights and freedoms of the personal data subject are not violated.

5. Purposes of Processing

The Operator processes personal data for the following purposes:

  • ensuring the functioning of the Website and providing the subject with access to its services;
  • receiving, reviewing and processing inquiries, applications and requests submitted through the feedback forms of the Website;
  • registration for events, booking of services and accommodation, processing of participation applications;
  • informing about events, services and projects of the Operator (subject to the relevant consent);
  • conclusion, performance and termination of agreements with the subject;
  • fulfilment of obligations imposed on the Operator by the legislation of the Russian Federation.

6. Categories of Data Subjects

The Operator processes the personal data of the following categories of subjects: Website visitors; persons who submitted inquiries, applications and requests through the Website; event participants and persons booking services; job applicants; representatives of counterparties and other persons interacting with the Operator.

7. List of Personal Data Processed

The Operator processes the following personal data: surname, first name, patronymic; contact phone number; e-mail address; organization name and position; information contained in documents and files submitted by the subject (including a CV); other information voluntarily provided by the subject through the Website forms.

When using the Website, the following data is processed automatically: IP address; browser and device information; cookie data; date and time of access; addresses of requested pages and other data generated by web analytics tools.

The Operator does not process special categories of personal data (on racial or ethnic origin, political views, religious or philosophical beliefs, health, intimate life) or biometric personal data.

8. Actions Performed with Personal Data and Methods of Processing

The Operator carries out collection, recording, systematization, accumulation, storage, clarification (update, change), extraction, use, transfer (provision, access), depersonalization, blocking, deletion and destruction of personal data.

Personal data is processed both with and without the use of automation means (mixed processing), with and without transmission via information and telecommunication networks.

9. Processing of Cookies and Web Analytics Data

The Website uses cookies and web analytics systems (including site traffic statistics services). Cookies are used to ensure the operation of the Website, to store user settings and to collect depersonalized statistics of the use of the Website.

The subject may independently restrict or prohibit the processing of cookies in their browser settings. Restricting the use of cookies may result in the unavailability of certain functions of the Website.

10. Transfer of Personal Data to Third Parties

The Operator may entrust the processing of personal data to third parties (processors) on the basis of an agreement concluded with them, subject to compliance with the requirements of Federal Law No. 152-FZ. Such persons include, in particular, hosting and infrastructure providers, web analytics operators, providers of application, booking and payment services.

Personal data may be provided to state authorities of the Russian Federation in the cases and in the manner established by the legislation of the Russian Federation.

11. Cross-border Transfer of Personal Data

The Operator does not carry out cross-border transfer of personal data. Should such a transfer become necessary, it will be carried out in compliance with the requirements of Article 12 of Federal Law No. 152-FZ, including notification of the authorized body for the protection of the rights of personal data subjects.

12. Storage of Personal Data within the Russian Federation

When collecting personal data, including via the Website, the Operator ensures the recording, systematization, accumulation, storage, clarification (update, change) and extraction of personal data of citizens of the Russian Federation using databases located within the territory of the Russian Federation, in accordance with part 5 of Article 18 of Federal Law No. 152-FZ.

13. Terms of Processing and Storage

Personal data is processed for the period necessary to achieve the purposes of processing, unless another period is provided for by the legislation of the Russian Federation or by an agreement. Processing carried out on the basis of consent ceases upon achievement of the purposes or upon withdrawal of consent by the subject. Upon achievement of the purposes or loss of the need to achieve them, personal data is subject to destruction or depersonalization within the time limits established by the legislation of the Russian Federation.

Processing carried out on the basis of the subject’s consent is performed in accordance with Article 9 of Federal Law No. 152-FZ. The terms of consent are defined in a separate document «Consent to the Processing of Personal Data» published on the Website.

The subject may withdraw consent by sending a corresponding application to the Operator at info@techpark-sarov.ru or to the postal address 607328, Нижегородская область, г. Саров, ул. Парковая, д. 3. Upon withdrawal of consent, the Operator ceases processing and ensures the destruction of personal data within a period not exceeding thirty days from the date of receipt of the application, except where processing may be continued on other legal grounds provided for by the legislation of the Russian Federation.

15. Rights of the Data Subject and Procedure for Their Exercise

The personal data subject has the right to:

  • receive information concerning the processing of their personal data to the extent provided for by Article 14 of Federal Law No. 152-FZ;
  • require clarification, blocking or destruction of personal data if it is incomplete, outdated, inaccurate, unlawfully obtained or not necessary for the stated purpose of processing;
  • withdraw consent to the processing of personal data;
  • appeal the actions or inaction of the Operator to the authorized body for the protection of the rights of personal data subjects or in court.

To exercise their rights, the subject sends a request to the Operator at info@techpark-sarov.ru or to the postal address 607328, Нижегородская область, г. Саров, ул. Парковая, д. 3. The request must contain the information provided for by part 3 of Article 14 of Federal Law No. 152-FZ. The Operator reviews the request within the time limits established by Federal Law No. 152-FZ (generally within ten business days, with possible extension by no more than five business days).

16. Personal Data Security Measures

The Operator takes the necessary legal, organizational and technical measures to protect personal data from unlawful or accidental access, destruction, modification, blocking, copying, provision, distribution and other unlawful actions, including: appointing a person responsible for organizing the processing of personal data; issuing local acts on personal data processing; identifying threats to the security of personal data and applying information protection tools; restricting access to personal data; accounting for storage media; and monitoring the measures taken and the level of security.

17. Actions in the Event of Personal Data Incidents

In the event of an established fact of unlawful or accidental transfer (provision, distribution, access) of personal data resulting in a violation of the rights of personal data subjects, the Operator notifies the authorized body for the protection of the rights of personal data subjects within the time limits established by part 3.1 of Article 21 of Federal Law No. 152-FZ (within twenty-four hours of the incident, and within seventy-two hours of the results of the internal investigation).

18. Final Provisions

The Operator may amend this Policy. The new version of the Policy comes into force from the moment of its publication on the Website, unless otherwise provided by the new version. The current version of the Policy is permanently available on the Website.
